The Tamil Nadu Health Ministry on Wednesday said that actor Nayanthara and director Vignesh Shivan did not break the Surrogacy (Regulation) Act, 2021, after sparking two weeks of heated controversies online. The notification clarified the facts regarding the surrogacy issue and clarified that "the surrogate was already placed embryo in November."

Minister M. Subramanian said that an explanation will be sought from both of them and then they will decide whether the Director of Medical Services should conduct an inquiry into the matter. Following this, in a recent press conference, he said that an investigation is underway and after the investigation report is submitted, legal action will be taken to find out whether there are violations of rules and discrepancies.

Followingly, a four-member panel was set to investigate the process of their surrogacy. And, now, reports are rife according to sources, the panel has found the hospital administration guilty of violating surrogacy regulations, but the couple didn't violate the Surrogacy Act (2021). The report said, "The hospital did not maintain any medical record about the patients. By the time when The Surrogacy (Regulation) Act, 2021 came into force, the surrogate was already placed embryo in November."

According to the latest surrogacy regulation bill, commercial surrogacy is banned in India, with effect from January 25, 2022. Pertaining to their most recent official submission, celebrity couple Vignesh Shivan and Nayanthara revealed that they were legally wed six years ago, meaning they got married a year after falling in love.

"The authenticity of the registration department of the hospital has also been confirmed in the investigation pertaining to that treatment using the registration certificate of the intending couple's marriage on 11.03.2016. When the couple's private health doctor was questioned about the couple's care, the doctor responded that the couple had been referred to him in 2020 by their family doctor,"

"When the doctor's address was pursued after, he was informed that he had been transferred and that his phone numbers were unreachable. Moreover, the team refrained from looking into the family physician after learning from the investigation that he had left the country," reads the report.
