Madras HC directs the state government to improvise the road conditions!

By strongly underlining that the bad and poor roads could cause accidents, the Madras High court has accused the state government on witnessing the existence of the poor roads in the state and directed the government to disclose the proposals and the mechanisms on improving the roads and implementing the compulsory rule of wearing seat belts and helmets.

The state government on Wednesday had submitted its report with accord to the directive of the High court on the implementation of the rule of mandating helmets while driving on road in which the government has stated that the police department has been filing a case against the people who reportedly violate the rules where the police department has cited that the number of persons who were not wearing helmets during road accidents decreased by 24%  than its preceding numbers while there was about 88% of increase in the violators who have been booked for violating the rule.

The reports on the two-wheeler accidents till October 2019 across Tamil Nadu excluding Chennai which was disclosed by the Tamil Nadu police have revealed that about 347 persons with helmets were killed in the road accidents whereas 3,535 persons have expired in the road accidents without wearing the helmets. The report had exposed that from November 2017 to October 2018, about 4,480 people who didn't wear helmets have died in road accidents.

From January 1st to October 31st this year, nearly 48 lakh people have been booked for not wearing helmets across the state while Chennai has been excluded from the survey and the number stood at 25.50 lakh during the same period last year. In 2019, the Coimbatore and Virudhunagar districts have topped the table with maximum violators- 2.43 lakh and 2.26 lakh respectively.

By noting down the reports, the High court bench comprised of Justices Sathyanarayanan and Hemalatha has underlined that not wearing helmets is not the only reason for the road accidents and the bench has cited the prevailing road conditions and lack of proper maintenance play the important part in claiming the lives on the roads. By postponing the hearing on January 9th, 2020 the High court bench had directed the state government to table the reports on the mechanisms and the parameters on improving the roads and to have regular and proper maintenance of the roads to prevent more tragic accidents.
