The pick has presented the surprise to the national party more than it surprised some of the leaders in the DMK's camp. The Congress party was vying with the hope that it could reserve a berth in Rajya Sabha from Tamil Nadu this time as it thought that the DMK would consider Congress party's nomination to the upper house of the Parliament. The reports stated that Sonia Gandhi has spoken with Baalu after the Election Commission of India (ECI) issued notification of Rajya Sabha elections to award a ticket to Congress party. Rajya Sabha elections have become the test place of Congress-DMK alliance. It was not the first time the DMK has denied the request from Congress. In previous Rajya Sabha elections in 2019, the Congress lobbied with the DMK to bestow the upper house ticket to re-nominate former Prime Minister Manmohan Singh from Tamil Nadu. However, the DMK has ignored the request from the Congress and awarded a ticket to MDMK Chief Vaiko by citing the agreement between the DMK and MDMK to provide a Rajya Sabha ticket during 2019 Lok Sabha elections.
