According to the press release, the state government has permitted to open all the beaches including Chennai's Marina Beach to the public from December 14.

The announcement from the weather watchdog has come a day after Cyclone Nivar had made landfall in Puducherry and in the northern coastal districts of Tamil Nadu.
The bureaucrat said the government has created a lot of awareness about Nivar and the precautionary measures. The government has installed hundreds of relief camps in vulnerable areas.
Cyclone Nivar will get weakened after six hours after landfall and the coastal districts will be facing more challenges in tackling the cyclone and carrying out the relief efforts.
Around 1000 cusecs of water will be released from the Chembarambakkam lake and the government has begun the evacuation process of evacuating people from the banks of the Adyar river.
